Draft Staff Instuctions

STAFF INSTRUCTIONS ON HOW TO MODERATE FORUM BOX
(with accompanying guidance notes - written by Horizon July 2017)


These are the instructions and guidance notes on how to moderate the site. The primary duties of staff members are two fold, to ensure that members' behaviour and their posts are made in a manner subject to the site rules and secondly, the site is properly organised and threads and posts are in the correct places.


OFFENCES


These are the list of offences and the actions that staff should take if these offences happen. These are applicable to all members including staff members:



CATEGORY 1 OFFENCES - SERIOUS


These are the most serious offences which can cause harm to the site and to its owner. The top priority of a staff member, above all else, is to protect the site from harm.



Category 1-A offence - A member posting child abuse images and using the site or encouraging others to use the site for child abuse activity.


Posting of terrorist material and using the site or encouraging others to use the site for terrorist activity.


Staff action: Offensive post and images moved to trash and a permanent ban given without any warning. Horizon to be immediately notified. The member will have no recourse to ever get their account back once banned.



Category 1-B offence - A member making a libellous or slanderous post/comment about a individual or organisation.


Staff action: The libellous/slanderous text should be moved to trash with a delete edit message. The member should be strongly warned and:


For a 1st offence given 30 penalty points and a 1 day ban.
For a 2nd offence given 40 penalty points and a 5 day ban.
For a 3rd offence given 60 penalty points and a 2 week ban.


On the third offence, the member should be put on a watch list.

Any re-occurrence of the offence after the 2 week ban has been lifted should result in a permanent ban and Horizon notified. The member will be able to appeal to staff to have their account reinstated after 3 months.

Note: Members cannot libel or slander each other unless their real identity is known, so under most circumstances, these rules do not apply to member's posts about each other. Caveats apply.)



Category 1-C offence - A member making a threatening post/comment about a individual, a organisation or another member, especially racially motivated postings.

Staff action: The threatening text should be moved to trash and a edit delete message filled in. The member should be given a strong warning and:


For a 1st offence given 30 penalty points and a 2 day ban.
For a 2nd offence given 40 penalty points and a 1 week ban.
For a 3rd offence given 80 penalty points and a 2 week ban.


On the third offence, the member should be put on a watch list.


Any re occurrence of the offence after the 2 week ban has been lifted should result in a permanent ban and Horizon notified. The member will have no recourse to ever get their account back once banned.

 


Category 1-D offence - A member making a offensive post/comment about a individual, a organisation or another member, especially racially motivated postings.


Staff action: The offensive text should be moved to trash and a edit delete message filled in. The member should be strongly warned and:


For a 1st offence given 10 penalty points.
For a 2nd offence given 20 penalty points and a one day ban.
For a 3rd offence given 30 penalty points and a five day ban.


On the third offence the member should be put on a watch list.


Any re-occurrence of the offence after the 5 day ban has been lifted and staff need to discuss with Horizon what happens next.
 


CATEGORY 2 OFFENCES - LESS SERIOUS


Category 2-A offence - *New members posting pornographic images and/or spam.


Staff action: The offensive text and/or images should be moved to trash and the member permanently banned. No warning given. The member will have no recourse to ever get their account back once banned.


(* A new member is somebody that has just signed up or signed up within 2 weeks of the offence being made.)



Category 2-B offence - Existing members posting pornographic images.


Staff action: The pornographic image(s) should be moved to trash with a edit message filled in. The member should be strongly warned and given a 2 week ban. Any re-occurrence of the offence after the 2 week ban has been lifted should result in a permanent ban and Horizon notified.


The member will have no recourse to ever get their account back once banned.



Category 2-C offence - A member who insults and ignores a staff member, including ignoring a staff conversation request.


Staff action: The insulting text should be moved to trash with a edit message filled in. The member should be strongly warned and:


For a 1st offence given 20 penalty points.
For a 2nd offence given 30 points and a 1 day ban.
For a 3rd offence given 40 penalty points and a 5 day ban.


Any re-occurrence of the offence after the 5 day ban has been lifted and staff need to discuss with Horizon what happens next in the staff area


Category 2-D offence - A member who is bullying or stalking another member.

CATEGORY 3 OFFENCES - DISRUPTIVE & "ARGY BARGY" BEHAVIOUR



Category 3-A offence - Existing members posting spam.


Staff action: The spam text should be moved to trash with a edit message filled in. The member should be warned and:


For a 1st offence given 10 penalty points.
For a 2nd offence given 20 points and a 1 day ban.
For a 3rd offence given 30 penalty points and a 5 day ban.


Any re-occurrence of the offence after the 5 day ban has been lifted and staff need to discuss with Horizon what happens next in the staff area.

 


Category 3-B offence - A members who repeatedly creates duplicate threads and repeatedly posts threads in the wrong forum.


Staff action: Move posts and threads to their correct location. Merge duplicate threads and:


For a 1st offence: Offer to help member.
For a 2nd offence: Warn member gently.
For a 3rd offence: Warn member and give them 10 penalty points.
For a 4th offence: Warn member, give them 20 penalty points and 1 day ban.


Any re-occurrence of the offence after the 1 day ban has been lifted and staff need to discuss with Horizon what happens next in the staff area.



Category 3-C offence - A member or members who are arguing with each other in posts, not discussing the topics and/or are taking the threads off topic but are not using threatening language or otherwise breaking any of the above rules as set out so far.


Staff action:


For a 1st offence - staff should post the Forum Box advisory messages to stay on topic/keep calm etc.


For a 2nd offence - staff should post the Forum Box messages as above and NAME the members causing the disruption.


For a 3rd offence - if two or more members are involved, they should be invited to a staff conversation and their heads banged together and warned to stop their behaviour. The same goes for a member on their own, invited to a staff conversation and told to sort it out.


For a 4th offence - Warned (no conversation) and given 10 penalty points.


For a 5th offence - Warned (no conversation) given 20 penalty points and 1 day ban.


Any re-occurrence of the offence after the 1 day ban has been lifted and staff need to discuss with Horizon what happens next in the staff area.
