The proposals are interesting.
Anyone who uses the catch up services must have access to the internet, so if they can afford that, then they should pay more to access the iplayer and as a result, lower prices for older people who don't have net access.
Before all this starts, the government needs to ask itself what its aims are. If its trying to remove the liberal bias from the BBC, then they should give up on that one right away, but if the main aim is to reform the way the BBC is funded, should they not go the whole hog and privatise the "corporation"?
If the ultimate aim is reform of PSBs (public service broadcasters) in general, then what about ITV,4 and 5. I don't consider ITV a PSB anymore with its daytime diet of quizzes and junk and its evening diet of soaps and more junk, so why should they along with all the other PSBs be gifted terrestrial spectrum and be allowed prominent places on EPGs?
But back to the BBC, why not just have a lower prices just for BBC1,2 and BBC News? I include BBC News as many older people watch news channels for company, so this becomes a crucial service for them.

I once had a very long and heated discussion with someone about the TV licence, they insisted that all the programmes on BBC were rubbish and not worth watching, but then said they only watch stuff on BBC iplayer, which made me laugh, when they asked me what I was laughing at I said why would they want to watch stuff BBC iplayer if all the programmes were rubbish and then they proceeded to tell me which programmes they liked watching, it kind of reminded me of the scene from Monty pythons life of Brian "What have the Romans ever done for us?", which made me laugh more which was when the discussion got heated, as they accused me of taking the piss and they stormed off.

THE BBC licence fee is set to be scrapped and replaced with a subscription service, it was reported last night.
Senior aides to No10 insisted they were “not bluffing” about changing the way the corporation is funded, sources told The Sunday Times.
Plans being drawn up by Downing Street include forcing the sale of the majority of the 61 radio stations but keeping Radio 3 and Radio 4 safe.
They will also reduce its number of TV channels, scale back the website, invest in the World Service and ban BBC stars from lucrative second jobs.
A No10 source told the Sunday Times: “We are not bluffing on the licence fee.
“We are having a consultation and we will whack it.
“It has to be a subscription model.

Actually, I don't think that makes sense. If the BBC is to be required to introduce a subscription model instead of the licence fee, doesn't this mean that the government will not be able to control the number of channels it is able to operate?

This is discrimination. Many elderly have internet access and are quite happy having things like facebook etc to talk to their grandchildren and look at family pics and stuff. I feel like this new proposal is a con. They make money from peoples data online so those that use the iPlayer are paying them already. Just keep things as they are and decriminalise and noboby pay anything to them. Problem solved.

I don't think decriminalising will mean nobody pays. It just means that the Beeb will have to use the same methods as other organisations use to ensure payment.
Inevitably, this will push the BBC towards a subscription model, because it is by refusing service that you ensure payment for its use.

Was just about to post that myself, as I'm catching up with the news.
All of the weekend media is filled with it. First it was decriminalisation of non-payment of the licence fee and now the abolition of the licence itself. But, some Conservative MPs are getting twitchy:
The Conservative Party is at risk of losing voters if it carries on its "vendetta" against the BBC, senior Tories have warned amid a mounting backlash.
On Sunday, backbench MPs threatened to oppose reported plans by the Government to scrap the licence fee and replace it with a subscription model.
Huw Merriman, the chair of a parliamentary group on the BBC, warned that “picking such a potentially unpopular fight” is “unlikely to end well”.
Boris and Cummings may well choose a fight with the BBC, but what they wont want is an attack against them from the Conservative backbenches.

Exactly, which is why we need a review into ALL public service broadcasting, including the BBC.

On Newsnight just now, they are reporting that tomorrow's Times front page is reporting that Boris and Cuumings are at loggerheads over the BBC. Cummings wants to destroy the beeb, but I suspect Boris will want to take a different course.

And if you read to the end of that, you'll see that the 13 are far less than what would normally be sent. And then there are the camera crews and producers too. So, so far, there is probably at least 40 people covering the primaries and that's the slimmed down figure.
Normally I'd be interested in watching the coverage, but at the moment I don't have the time, but apart a small minority of people who are very interested in politics, I doubt this is of too much interest to the masses, the Democratic elections that is.

I think it's just typical of the BBC, spending other peoples money willy nilly
There are many examples of this
For instance a major story will e covered by the Beeb News which will be immediately followed by the local news covering the same story with their own reporters and attendant crew
Also, Fiona Bruce will read the news all on her own. Go to local news and there will be two of them
I think the BBC should be subscription and learn to balance the budget according to the income, ie programmes that viewers will pay to see

I think spending willy nilly and balancing the budget is key here. They don't earn the money, so couldn't care less about being thrifty with it and that then feeds their bias and pretentiousness.
I'm going to read through this whole thread again and then hopefully later today, give some more views on this. I just read a article in the Telegraph that referenced a "British" Netflix show (Sex Education), that was anything but British and one I've mentioned before on here, so that's influenced my opinion too.
